The PAC — Permiso para Altamente Cualificados. For non-EU professionals with advanced skills and a confirmed offer from a Spanish company that meets the thresholds for salary, seniority and qualifications. Up to three years on the first permit, accelerated processing, and — uniquely among Spain's four routes — you can skip the visa stage entirely if you are already in Spain.
Salary, role seniority, and professional qualifications or experience. All three live in the employment offer rather than in your file, which is why the offer is step one of a five-step process and why nothing about this route can start without one.
Live and work legally in Spain under a fast-track residence and employment permit.
This route benefits from an accelerated application process compared with the standard Spanish work visa routes.
Holders are enrolled in the Spanish Social Security system, which opens access to healthcare, education and other statutory benefits, subject to contributions.
A spouse or partner, dependent children under 18, and eligible dependent parents may all obtain residence permits under the same application — and adult children too, where financial dependency is proven.
A Spanish residence permit allows visa-free travel to the other Schengen countries for up to 90 days in any 180-day period.
A high standard of living, a favourable climate, excellent private healthcare, strong education options and a diverse cultural life.
Permanent residency after 5 years of continuous legal residence, and eligibility for Spanish citizenship 5 years after that, subject to statutory requirements.
Non-cash benefits may account for no more than 30% of the salary required for visa eligibility. Housing, transport, schooling and the rest all count toward that ceiling — so a headline package that meets the threshold on paper can still fail it.
Worked through: a EUR 54,000 managerial package with EUR 20,000 of housing and car allowance has only EUR 34,000 of cash in it. Against a EUR 54,000 threshold, at least EUR 37,800 must be cash. That offer does not qualify, and the gap is not obvious from the number the employer quoted. The term sheet computes the cash floor for exactly this reason.
You may be able to skip the visa entirely. Applicants already lawfully in Spain may bypass the visa stage and apply directly for a residence permit valid for up to 3 years. Every other Spanish route on this site runs through a consulate abroad — the Digital Nomad and Work visas through BLS International, the Non-Lucrative through a diplomatic mission. If you are already there, say so early; it changes the whole sequence.
The reduction is worth asking about. A reduction of up to 25% may apply to the minimum salary — the source names applicants under 30 as one qualifying case and does not list the others. On a managerial role that is the difference between EUR 54,000 and EUR 40,500, which can turn a near-miss offer into a qualifying one.
The decisive work on this route happens before submission: reading the offer against the salary floor, the seniority test and the 30% non-cash cap. The Bayat Group panel does that arithmetic and holds the employer's documents alongside yours.
Every other route on this site leads with money you spend. This one leads with EUR 54,000 of salary your Spanish employer must offer — a threshold, not a cost. What you actually pay is on the second schedule, and it is small.
The salary threshold turns entirely on this, and the gap between the two is EUR 14,000.
A spouse or partner, children under 18, and dependent parents — plus adult children who can prove financial dependency.
Income arriving, not a cost leaving. Shown first because it is the number that decides the application.
The salary figures below are what a Spanish employer must offer for the position to qualify. They are money you receive. They appear on this term sheet because they decide whether the route is open to you at all — not because anyone charges them, and they are deliberately kept out of the fee schedule below.
One row here is empty, and it is empty on purpose.
The source page's fee section publishes salary thresholds only — no professional fee of any kind, where Spain's other three routes each publish one. Rather than borrow EUR 10,500 from the Non-Lucrative page or EUR 13,500 from the other two, a EUR 3,000 spread on a page that names neither, the professional-fee row ships without a figure. The consular fee and service fee are read across from the other three Spanish pages, all of which publish EUR 90 per person and a EUR 15 service fee; this page's document list requires "proof of payment of visa fees" without stating an amount. Confirm both. The reduction is published as "up to 25%… in certain cases, including applicants under 30 years of age" — the source names that one condition by example and does not enumerate the others, so treat the toggle as illustrative. Salary thresholds, the non-cash cap and all fees are set by the Spanish authorities and move. Figures are indicative, non-binding, and confirmed during due diligence.
Select a step to see what happens. Step three has two shapes — from abroad through a consulate, or from inside Spain straight to a residence permit.
Bayat Group runs an initial eligibility review: verification of a valid job offer from a Spanish employer, compliance with the statutory salary thresholds, and an assessment of your professional qualifications or equivalent experience. All three have to hold before anything is filed.
Our concierge answers your PAC questions in minutes — starting with the one that decides it, which is whether the offer on your desk actually clears the thresholds. When you are ready it opens your application where the conversation ends.
